UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in southeast England announced its property management strategy included the sale of a shopping centre in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Financial Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to increase council taxes next April to address the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found council budgets being strained by the growing number of young people and adults needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
